6 Usagi And Ail

The “Doom Tree” arc was created exclusively for the anime. During the arc, Usagi continues to pursue Mamoru, though he has no memory of their past relationship. Both Usagi and Mamoru flirt with the antagonists of the season, but nothing ever comes of the flirtations.

It would have been the perfect time for Usagi, who is so much younger than Mamoru, to explore her options instead of simply following her destiny. Like a lot of the characters Usagi takes an interest in, Ail has similar qualities to Mamoru, like his alternately teasing and protecting her. Of course, also like many of Usagi’s potential matches, Ail has An, who is really his perfect match.

9 Usagi And Haruka

There’s no way Usagi and Mamoru weren’t going to end up together. There are, however, plenty of times the two are shown to be attracted to other people. Usagi doesn’t hide her attraction to Haruka Tennou in any version of the story. Even once she’s aware that Haruka identifies as female, there’s no hesitation from Usagi about admiring her.

Haruka has the same calm demeanor as Mamoru, so her temperament would suit Usagi’s tendency to go the dramatic route. Haruka, of course, is firmly in love with Michiru, so the relationship never would have gone anywhere, but it’s a dynamic that would have worked.

6 Amazon Quartet

Consisting of VesVes, CereCere, JunJun, and PallaPalla, the Amazon Quartet are Queen Nehellenia’s most powerful followers. With their Amazon Stones, it keeps them young. While it is strange to think of them more powerful than their former leader, they will eventually become a part of Chibiusa’s team once she awakens as a full-fledged Sailor Scout.

Plus, thanks to Sailor Moon, they were healed and they could take on their former master without any trouble. After being restored, they returned as the Sailor Quartet, who are truly known as Sailors Ceres, Pallas, Juno, and Vesta.

10 Ami And Ryo

In Sailor Moon, none of the Senshi are spotlighted with a romance that is supposed to be as epic as the title characters. Instead, most of them develop crushes on peers that never seem to go anywhere.

In the first season of the 90s anime, Ami and Ryo develop a mutual affection for one another. He learns that she’s really Sailor Mercury, and she knows that he’s really one of the seven great Youma Beryl wants to use. They go to an amusement park together, but once the season is over, he never returns. The two share a love of learning that makes conversations between them come easily, and it would have been nice for fans to see that there was more to Ami than her studies.

5 Makoto And Haruka

Before the manga and anime introduce the Outer Senshi, many fans saw Makoto Kino coded as a lesbian. They believed that eventually, she would come out. She never did. Haruka and Michiru’s introduction as Sailors Uranus and Neptune provide representation for the series, but plenty of fans still wonder about Sailor Jupiter.

Haruka and Makoto provide a lot of the same functions for their teams. As nurturing personality types who enjoy an adrenaline rush, they also have a lot of the same interests. The two would certainly have a fun time once they settle the debate over which one of them is actually stronger.

4 Mamoru And Setsuna

Mamoru Chiba seems to be drawn to the very dramatic types. Usagi, An, his friend Fiore, etc. are all quick to jump to conclusions (and jealousy.) He could use a more stable relationship, and there is one person who has feelings for him, but never acts on them.

Setsuna, better known to fans as Sailor Pluto nurses feelings for Prince Endymion longer than their civilian identities have existed. She honors him by befriending his daughter and maintaining her duties, but never goes beyond that. It would have been interesting to see the potential relationship with her time as a university student in her civilian form, but it never comes to pass.

1 Usagi And Seiya

For fans of the anime, Seiya might seem like the perfect match for Usagi — if she hadn’t already embraced her destiny as the Moon Princess. During the “Stars” arc, she and Seiya wind up pretty close.

Seiya appears to have feelings for Princess Kakyuu just as Usagi has feelings for Mamoru, but the two do get to hang out and even go on a date. They have a lot in common as they’re both out to save the universe from dark forces, just like Usagi and Mamoru. Seiya, of course, also gets to live out a few more civilian dreams, like being a pop star. Like the audience, Usagi laments that she didn’t meet Seiya earlier.

Don’t let the name fool you; there are actually six members. They are named Eudial, Mimete, Viluy, Tellu, and Cyprine, who shares a mind and body with Ptilol. They are loyal to Professor Tomoe, who also created them, and Kaolinite.

In the 90s anime, they are extremely incompetent.

They want the professor’s attention but end up taking out one another while trying to take down the Sailor Scouts. In the manga and Crystal, they put up a challenge and were defeated, but were revived by Kaolinite. The Outer Sailor Scouts were essential for them to be defeated for good, since they captured the Inner Sailor Scouts.

8 Mamoru And Fiore

Sailor Moon R: The Movie introduces the audience to Mamoru’s childhood friend Fiore, who just happens to be an alien with a fondness for plant life. The movie has a lot of the most dramatic scenes of the franchise, and it certainly fleshes out Mamoru’s backstory a bit.

One thing fans notice is that Fiore’s admiration for Mamoru is more like unrequited love. His antics to get Mamoru to notice him are not unlike Usagi’s dramatic behavior. Fiore is a villain only because he allows his jealousy to get the better of him. If Fiore had the benefit of being introduced in a longer arc in the series, perhaps he could have been built up as an ex instead of a long lost friend.

2 Makoto And Motoki

Makoto, like most of her friends, has a crush on Motoki. In the manga, he runs the local arcade where the Sailor Senshi hang out. In the anime, he is also friends with Mamoru.

During the original anime, Motoki and Makoto get along well, but nothing happens beyond her blushing around him. He is, however, the person she would most hate to lose when she confronts Beryl’s DD Girls at the end of the first season. Sailor Moon Crystal gives Motoki a girlfriend, so it seems like Makoto will be doomed with her unrequited crush again.

The live action seriesPretty Guardian Sailor Moon is the only version of the story in which fans get to see the two together. Of course, they didn’t actually get their happy ending until the special chapter that followed the series finale.

3 Chibiusa And Hotaru

Fans of the anime who didn’t know the Sailor Moon story beforehand might have been surprised when Chibiusa started dreaming of a mythic-like figure that turned out to be a prince. Some fans still think Hotaru might be a better match for her than the prince.

Chibusa is Hotaru’s first real friend. They become close very quickly. When she awakens as Sailor Saturn, Hotaru’s spirit still makes sure that Chibiusa’s soul is safe and sound. Many of the promotional imagery for the two, even those used for Sailor Moon Crystal, are crafted in the same style as Sailor Uranus and Sailor Neptune, lending credence to the idea that these best friends could have been something more.
